In episode three, the scriptwriters dropped in a little line about ‘going into a Presidential election year’ and just like that expected the audience to swallow the disappearance of an entire year of time. They only got re-elected last season…

Bartlett was elected for his second term in season four (the one I’m just watching on DVD). The election night is 4×07 and his inauguration is in 4×14 and 4×15.

But you’re right, there is a discrepancy there. People even more anal than me have put the details on Wikipedia.
